Why People do this.

It is mostly to raise his/her/other's postal count or to make them look more respected by telling everyone it's spam.

 

Ways to Stop this.

• Ask them politely/angry in PM's.
  
• Give them neutrals as Warnings.
  
• Give them Negs as harder inflicting Warnings.
