OCG Checkup please

 

1 WIND Tuner monster + 1 or more WATER non-Tuner monster(s)

As long as this card remains on the field, this card is also treated as WIND. The ATK of this card equals the total number of WATER and WIND monsters in your Graveyard x300. This card's ATK cannot exceed 3000. The DEF of this card equals the combined ATK of the two monsters used to Synchro Summon this card. When this card is Synchro Summoned, send all cards in both player's hands to the the bottom of their respective Decks and each player draws 5 cards. Then shuffle both player's respective Decks. When this card destroys a Level 6 or higher monster by battle, randomly select 1 card in your opponent's hand and switch it with the card on the bottom of his/her Deck. When this card is sent to the Graveyard, send the top card of both player's respective Decks and place it on the bottom of both player's respective Decks.

This card can only be activated while there is a face-up "Viral Orichalcos Tarragon" on your side of the field. Remove all Orichalcos Seal Counter(s) from the field to inflict damage to your opponent equal to the number of Orichalcos Seal Counter(s) removed from the field x100. Once per turn, during your Main Phase, place 1 Orichalcos Seal Counter on 1 monster on the field. As long as this card remains face-up on the field, all cards in your Graveyard that would be removed from play by the effect of "Viral Orichalcos Tarragon" are placed on the bottom of your Deck instead. Then shuffle your Deck.

You don't really have any errors... Just change

 

"Orichalcos Seal Counter(s) removed from the field x100."

 

to "Orichalcos Seal Counter(s) removed x 100."

 

And the last effect should be:

 

"As long as this card remains face-up on the field, cards in your Graveyard that would be removed from play by the effect of "Viral Orichalcos Tarragon" are shuffled into your Deck instead."

When this card is sent to the Graveyard by battle while it is in a Monster Card Zone, you can place face-down in your Spell & Trap Card Zone as a Continuous Trap Card instead of sending it to the Graveyard. After 2 of your opponent's Standby Phases, force the activation of this card. As long as this card remains face-up on the field, all monsters on your opponent's side of the field are treated as WATER Aqua-Type and decrease the ATK of all monsters on your opponent's side of the field by 200. Once per turn during your Standby Phase, send the top card of your opponent's Deck and place it on the bottom of his/her Deck. Once per turn during your opponent's Standby Phase, randomly select 1 card in your opponent's Deck and switch it with a card in your opponent's hand. When this card is removed from the field as a Continuous Trap Card, flip all face-down Monster Cards on your opponent's side of the field into face-up Defense Position and flip all face-up Monster Cards on your opponent's side of the field into face-down Defense Position. As long as this card remains in the Graveyard, neither player can increase their Life Points.

You cannot attack a monster in the Spell & Trap Card Zone, so the first effect can be reworded.

 

When this card is destroyed as a result of battle, you can place this card face-down in your Spell & Trap Card Zone as a Continuous Trap Card instead of sending it to the Graveyard. During your opponent's 2nd Standby Phase, flip this card face-up. As long as this card remains face-up on the field, all monsters on your opponent's side of the field are treated as WATER Aqua-Type monsters. Decrease the ATK of all monsters on your opponent's side of the field by 200 points. Once per turn, during your Standby Phase, place the top card of your opponent's Deck on the bottom of his/her Deck. Once per turn, during your opponent's Standby Phase, randomly select 1 card in your opponent's Deck and switch it with a card in your opponent's hand. When this card is removed from the field while it is a Continuous Trap Card, flip all face-down monsters on your opponent's side of the field face-up and flip all face-up monsters on your opponent's side of the field into face-down Defense Position. Neither player can increase their Life Points.

 

I have a question. For the second last effect, where you flip the monsters, how would it work? Because YGO is a linear game that follows order, if you flipped them up, you would flip them back down right after, and vice-versa. You might want to review that.

 

I fixed your effect beautifully anyway. It's near perfect, and definitely deserves your 20 points, because of it's originality.
