Effect:

This card cannot be destroyed by battle.If you have a Thunder-type monster on your side of the field, this card can attack twice per turn.By Tributing 1 monster on your side of the field, you can take control of an opponents monster with 1000 ATK or less.This card cannot attack Rock-type monsters.

Again, it's way too slow, and doesn't work with any other Decks. For PC card #2, try integrating it with the meta.

Not bad, but here are my suggestions:

Writing at the bottom right hand side of the pic. Cut the writing out with paint.

 

The effect is simple but good, and I fail to see how it is slow, and since it is a pop culture card, I don't see why it needs to be integrated with the meta, so I have to disagree with Supreme Gamemaster's comment (sorry).
