Mikaeo
I need to try a splice like that now. (using actual pictures instead of a sprite) It looks kinda of awkward cuz it isn't recolored.
Jappio
Ok, this isn't my place to be grading, I'm a spriter. Yet you decided to do this like a sprite, so I'll try. Now as said, it does look weird with colors being tampered with. An orange tail from a blue dog is really weird looking. Also I'm guessing you shrunk the images to be this size. If you were trying to do the typical splicing, than you did it completely wrong. If you were aiming for combining actual pictures, than you did that wrong too. I would use a more advance program like Photoshop or something (I wouldn't know exactly). Also the splice itself is shallow. You only added the flaming tail. A good splice takes a good amount of pieces from both pokemon used. Also, you should save as .png with drawing this small, especially if they are suppose to be sprites.
