Necro Gardna:

You can activate "Necro Gardna's" effect before your opponent declares any attacks. If you do, the first attack your opponent makes will be negated.

 

Dark Bribe vs Appropriate:

If player A has Appropriate face down and negates Player Bs Fissure with Dark Bribe, will Player A be able to activate their face down Appropriate?

 

They will be able to start a new Chain by activating "Appropriate".

 

"Fissure's" activation and effect are negated by "Dark Bribe", not just its effect. This means the last effect resolved on the Chain is the opponent drawing a card outside of their Draw Phase (from "Dark Bribe"). No other effects resolve after "Dark Bribe", so the timing is correct to activate "Appropriate", starting a new Chain
