Logically speaking, I would make this Limited, because it helps boost Dark/Light decks badly.

That would Synchro Summon any Synchro Monster in the game with any non-Tuner (unless that Synchro is Level 4 or lower).

 

If Konami makes any sense at all, this would be banned. I mean, this card is comparable to Cyber-Stein, which is banned. In general, high costs with powerful effects are forbidden even if they seem to balance out, simply because they can be used to form notorious death combos.
