The only meta-level cards Cyber Dinosaur Can activate on are DAD' date=' JD, and Cyber Dragon. DAD and JD both run this guy over, and Cyber Dragon turns this guy into a -1 by swapping it for a Fortress Dragon. Phantom Dragon's effect activates during all of the above, Monster Reborn, a Glad Beast tag out, etc etc. Basically, whenever your opponent Special Summons.
