I have to admit, this is an interesting concept, even though it has its flaws.

First, I believe it should be better to name the Clow Cards in a way like "Clow Card - Arrow", in that way you don't need to use a subtype. Second, even though the Card Captor herself is weak, but the fact you can instantly use the effect to Summon a "Clow Card" monster can give you quite an edge, even though they return to the Extra Deck (I believe Fusion Deck is named Extra Deck since the appearance of Synchro Monsters) during the End Phase. If we count with the fact that you can use the effect during your opponent's turn gives it an extra edge (you can protect with Jump and attack with Watery, for example).

Now on the cards:

Card Captor Sakura LV2, LV5 and LV7: The first version supports very well with Apprentice Magician, considering it can fetch a Level 2 Spellcaster from Deck and it can give a Spell Counter. For the LV5 and LV7 versions - I am not sure it was intentional, but do they get their effects even if Tribute Summoned or Summoned by the effect of a card like "Level Up!" ? That would make easier to go through the LV forms if you meant that way. Curious. The immediate Summon deal may be edgy in terms of balance, but curious idea. 8/10

Arrow: Depending on the situation, it can be very useful (for example against Flamvells, who usually have very low DEF) or not too spectacular. The direct damage is a bit high in my opinion. You may want to lower the inflicted Direct Damage by this effect. 7/10

Jump: Defensive card to keep Sakura on the field during your opponent's turn. Considering Sakura's low stats, it is very useful. 8/10

Sword: Shouldn't it be Warrior-Type? The ATK increase is a bit high (even without the bonus against Warrior-Types, it makes LV5 Sakura's ATK to 2800 (800+5x400) and LV7 Sakura's ATK to 3800! (1000+7x400). You should lower this bonus, in my opinion. 6.5/10, 7.5/10 if balanced out.

Windy: Hehehe, I like this one. It works really good as a stall card or to deal with a nasty effect monster. 8.5/10

Fiery: A re-usable Lightning Vortex with an extra Effect Damage, without a discard cost. Granted, you need Sakura LV7 for it, but as I mentioned earlier, it's not that hard to accomplish. Feels a bit too strong, in my opinion. 6/10, and I don't know how to balance this one....

Thunder: It would be an interesting way to get rid of Spell and Trap Cards, giving an alternative to Mystical Space Typhoon - but Mystical Space Typhoon is Limited for a reason, and this one is reusable. I believe you see my point. 6.5/10

Watery: An effect which is almost on par with a Monarch's effect, only much easier to pull out. And it can be Summoned with the effect of Sakura LV2... Do I need to say anymore? 6/10

 

While I like your concept, some of the cards are very powerful, considering how easy they are to get out. On the other hand, I would like to see a continuation for this set. I am interested how you are going to make some of the cards...
