No, Lightning Vortex makes sense because it's a warped version of Raigeki, which means "lightning" in Japanese.

IF Heavy Storm became banned and there'd be no replacement, we'd have to use this card. Don't look over it.

 

Anyway, that doesn't solve the real problem of Burn decks. So yeah, we'd need one. However, I bet that Konami would misunderstand it and make the card destroy only face-up S/Ts.
