Wigglytuff obviously has the win in this match of powerhouses and for any who disagree, read the following:

 

1) Wigglytuff may not be able to hit ghost-type pokemon, but being normal it is immune to ghost-type attacks, making it very valuable against many different kinds of ghost-type pokemon such as Darkrai, Giratina, Gengar, Mismagius, etc.

 

2) Wigglytuff, being a normal type, is one of the few (Snorlax, Blissey, Clefable, etc) that have immense HP and a high defense and special defense. With the right moves, it can outlast many Pokemon's ruthless attacks (I've seen it drain an entire Pokemon's PP on every move).

 

3) Raichu's electric ability gives it the advantage over steel, flying and water primarily but is tremendously weak against ground, rock, and even susceptible to fighting and psychic because of its lower special defense and low defense stats. Wigglytuff, being able to learn fighting, psychic and ground-type moves is immensely more superior to Raichu in that aspect, as Normal has few weaknesses.

 

4) On top of all of that, Wigglytuff has a much wider move-pool than Raichu does. Allowing it to learn almost any type of attacks to give it the advantage over its opponent in any battle.

 

Hands down, Wigglytuff wins over Raichu, regardless of what anyone else wants to say.

 

If you have any questions about these facts, I will be more than happy to prove it in a battle between your Raichu and my Wigglytuff.

Wigglytuff's defense and special defense are crap.

3) Raichu's electric ability gives it the advantage over steel, flying and water primarily but is tremendously weak against ground, rock, and even susceptible to fighting and psychic because of its lower special defense and low defense stats. Wigglytuff, being able to learn fighting, psychic and ground-type moves is immensely more superior to Raichu in that aspect, as Normal has few weaknesses.

Electric only has 1 weakness, ground. Also it's special defense is average.

4) On top of all of that, Wigglytuff has a much wider move-pool than Raichu does. Allowing it to learn almost any type of attacks to give it the advantage over its opponent in any battle.

While it has a wide move pool it ATK and DEF are low and crap respectively. This sums up Wigglytuff, "jack of all trades, but master of none"

Hands down, Wigglytuff wins over Raichu, regardless of what anyone else wants to say.
