EliminateHRN
Been asked million of times. And read here: http://yugioh.wikia.com/wiki/Synchro_Monsters And the level of the Tuner/other monster needs to equal the level of the Synchro. Link to comment
Junk Raver
In Japan, and soon dubbed, a new Yu-Gi-Oh Series has started called 5D's. With it, is new game-changing cards and rules. Synchro Monsters have a White Card Base, and they can only be summoned by Tributing a Tuner Monster + 1 or more Non-Tuner monster(s), when the total Level of the Tuner and other monsters match that of the Synchro Monster your trying to Summon. A Tuner monster is just an Subtype, like Toon, Gemini, Spirit Etc. Summoning Example. Synchro Monster - Stardust Dragon - Level 8 To summon it you would need to Tribute 1 Tuner monster and another 1 or more monsters who's Level adds up to 8. so for example, Tributing a Level 3 Tuner Monster + a Level 5 monster will allow you to summon a Level 8 Synchro Monster, as 3 and 5 make 8.
