yes, its only treated as a normal monster while its on the field (before second summon) and in the graveyard

 

example: Chthonian Emperor Dragon

 

This card is treated as a Normal Monster while face-up on the field or in the Graveyard. While this card is face-up on the field, when performing the Second Summon of this card, this card becomes an Effect Monster and gains the following effect:

*This card can attack twice during the same Battle Phase

Second Summon is a mechanic introduced with "Tactical Evolution". Monsters that use this mechanic are treated as Effect Monsters in the Deck, but if they have not yet been Second Summoned when on the the field, or if they exist in the Graveyard, or when removed from play, they are treated as Normal Monsters. Tribute(s) for a Second Summon of Level 5 or higher monsters are not required.

 

If you have a Gemini Monster on the field that is still treated as a Normal Monster from its effect and you have not conducted your Normal Summon you may announce that you are performing the "Second Summon" of the Gemini Monster. The monster then gets its effects and is treated as an Effect Monster and you are considered to have performed your Normal Summon that turn.
