Synchro monsters are placed in the Extra Deck (Fusion Deck). They need Turner monsters to be summoned. Turner monsters are just like any other monsters just turner monsters. Try http://yugioh.wikia.com to get exact info.

Way way way off topic, but I'll answer you. "Synchro Cards", which I've only recently figured out, require a certian monster called a "Tuner" Monster. Tuner is a sub-type of Effect Monster. Now, Synchro Cards require you tribute the tuner, and as many monsters that you need in order for the tribute's total level to become the Synchro Monster's level.

 

Synrcho Monsters can have effects, but usually don't.
