This card can only be Special Summoned by removing 2 WATER monsters in your graveyard from play, and tributing 2 WATER monsters on your side of the field when "A Legendary Ocean" is active on the field. By sending "A Legendary Ocean" on your side of the field to the graveyard, destroy all cards on the field, and Special Summon 2 WATER Monsters removed from play to your side of the field.
