EDIT: UPDATE!!! new stuff about Ryuusei no Rockman 3

According to Cocoroco's COCOROG, the second version for Shooting Star Rockman 3, Red Joker, has been announced at the Rockman Summer Festival 2008!

It seems there will only be two versions total for the third installment of this series. Both games will release on the 13th of November, 2008. Black Ace version and it's Finalized Noise Change will specialize in high speed combat while Red Joker version and it's Finalized Noise Change will specialize in powered combat.

It seems that early-release of the versions will include special bonus white cards that act similarly to Brother Force: High Speed Black Ace or Powered Red Joker depending on the version. When selected, they will randomly roulette through four different cards, including a special Noise Force Big-Bang, which is displayed on the top left card on both White cards in the image. For Black Ace version, this is Meteorite Barrage while Red Joker version's special white card NFB is Atomic Blazer, which is likely identical to Rockman Fire Leo's Star Force Big-Bang from the first game, judging from the illustration. Both white cards also include Beast Swing 1 and an unknown battle card. High Speed Black Ace also has Wide Wave 1 while Powered Red Joker also has Attack+10.

(Note: Atomic Blazer is not Red Joker's Noise Force Big-Bang. That is yet to be revealed. Black Ace already has Black End Galaxy)

Many details about the game were revealed. In order to increase the Noise level during virus battles, you must defeat a virus with overkill. The extra amount of damage will be added. If one deals 80 damage to a 40 HP Mettrio virus using Wide Sword, the Noise level will increase by 40%. During boss battles, Noise will increase by half the damage dealt to a boss with an attack. The Noise level will only be affected by non-elemental attacks (It cannot be fire/aqua/elec/wood). Also, wind-type cards and sword-type card have been given proper designations in this game and it seems that they also will not contribute towards the increase of the Noise level.

It seems that Program Advances are also returning. The report mentions that a new card is formed when three Cannon cards are selected, forming a more powerful attack.

Like Star Force and Tribes, as well as Crosses from EXE6, the Noise Changes will automatically power down to their "Color Out" forms if they are struck by their elemental-weakness and the Noise Level will drop to 0%. Cygnus Noise has been designated "swords" as a weakness.

Some details on Noise Changes have also been revealed. Gemini Noise appears to have a Noise Force Big-Bang called Thunder Bolt Blazer. It also seems that the form will grant the Side Select ability. As for Cygnus Noise, in the "Color Out" form, it simply grants +10 damage to non-elemental cards and the Float ability. When the Noise level rises to above 50%, the transformation will fill in and Rockman will gain many more abilities, including the Feather Vulcan charged shot, which acts similarly to Mad Vulcan, +30 damage to non-time-freezing, Wind-type cards, and the Noise Force Big-Bang Meteorite Bomb, which strikes a 3x3 area twice for 140 damage per shot.

The report confirms the return of many support cards, such as Kusamura Stage, Mahi Plus, and Attack+10, though they've been revamped in some form. The Gravity Stage card will also be returning from the first game in the form of Gravity Plus, and it seems Harp Note will be able to use it. As we already know, new mugshots will be featured in this game, with War-Rock and Luna receiving new icons. The report also seems to imply that Ox will not be the first Wizard that Gonta uses. The report also mentions that a new dictionary-like function will be added to the game. There's a good chance that it's related to Kizamaro and his new Wizard, Pedia. Words that come with definitions in the dictionary will be written in red in-game and touching the words on the touch-screen will display the definitions.

Voice acting will indeed be returning. Such examples include Subaru crying out "Trans Code! Shooting Star Rockman!" during transformation, screams when deleted, a war-cry from Rock during the Beast Swing battle card sequence, or certain battle cards calls, such as Area Eater. Other characters, such as Shidou, can be heard during the title screen call.

It's also worth noting that the Shooting Star Rockman manga is returning, although with a different artist! Takamisaki Ryou, who did the art and story for the original Rockman.exe manga, will return to illustrate the new installment of the Shooting Star series. Those who were fans of the original EXE manga will greatly welcome this change. The manga will be published in CoroCoro as usual.

More information will be revealed in next month's CoroCoro 10.

Another EDIT:

Some notable changes are the removal of the Favorites system (at least the aspect that causes certain cards to become White cards. No information on how this will affect Brother Force) and the reintroduction of the Regular System from EXE, where a card can be set to appear automatically at the beginning of every battle. If this is so, that means that a system similar to MegaByte values for cards may also be returning.

Also, it seems that the Side Camera can be enabled through a setting in the options menu. However, Rockman will still be limited to only a single column in this mode.

Wave Holes are no longer used to Wave In and Wave Out of the Denpa Sekai/Radio Wave World. In fact, Rockman no longer Waves In/Out at all. The new process for switching between worlds is known as Cyber In/Out and it can be done from anywhere on the map. According to the report, all areas of the Wave Road network will have a Wave Station that can be used as a starting point in the wave world.

In battle, the custom screen sorts cards by two categories: Support Use and Single Use. Single Use cards are the ordinary Battle Cards that we are all-too-well familiar with, such as the Cannon series and other offense cards as well as Barriers, Traps, and Recovery. Support Use cards are cards that can be used to affect the battle in different ways during special situations and they have been assigned attributes. Area Eater is neutral, Attack+10 is fire, Invisible is Aqua, Mahi Plus is Elec, and Kusamura Stage is Wood.

There's a mention of a mastermind that is in contact with the two mysterious blue-haired characters we have seen in the story so far. There's also mention of ways to modify War Rock's Wizard structure, though there are rules that must be followed and the setup/recoding must be submitted and approved by the Satella Police. Sounds like a Customizer?

When speaking to NPCs, their information and Wizard will be displayed on the lower screen. Information that can be accessed will be displayed in green and can be tapped on for more details. Using the Visualizer while on the map can also allow the player to somewhat interact with the game through the touch screen, though details are unclear at the moment. Network/Cyber Worlds will be returning in this game (Both previous games had them, though they were referred to as "waves" in the 2nd game). To enter them, walk nearby and tap on "Access" on the touch screen.

Also worth mentioning is that Tsukasa is absent from his usual seat in Classroom 5-B during the demo. Odd. Also, the report mentions that graphics have improved overall. The Sky High Coliseum's return has also been confirmed, though no news on any updated rules.[/align]
