Question on Spatial Collapse // General S/T Question

1. Player A activates Spatial Collapse.

2. Player B has 5 cards already on his field. Let's say 2 monsters and 3 set s/ts.

 

Question: Can Player B activate a normal spell card - for example: Monster Reborn? If so, is he entitled to destroying another set s/t for its activation?

 

Also as a clarification, if a player has 5 set spells/traps, they cannot play normal spell cards right?

He cannot activate the monster reborn as playing the card would mean he has 6 cards on the field.

 

Also no you cannot activate a normal magic card when you control 5 spell/traps
