I asked because on the wikia it doesn't state when the effects wear off

The decreasing wears off at the End Phase.

 

However,

Each time a monster that had its original ATK reduced to 0 by this effect is destroyed by battle and sent to the Graveyard, draw 1 card.

The card doesn't say that the monster necessarily has to have 0 ATK when it's destroyed. It just means that the monster needed to be affected by Alchemy Cycle. As far as I see it, the effect wears off when the monster is either removed from the field or is flipped face-down.

Here are the rullings for it.

 

# Monsters with an original ATK that is already 0 are not affected by "Alchemy Cycle". You will not draw a card when they are destroyed by battle.

# The effect to draw 1 card starts a Chain.

# Monsters Summoned or flipped face-up after "Alchemy Cycle" resolves will not have their original ATK become 0.

 

The first one is a shocker though for me.

Id like this card if its 2nd effect last even after the end phase, and before i do, did anybody ask on the ude forum? If not i'll ask in a few min.

 

It probualy can't work on 0 ATk monsters because then the card would have no cost?

 

It doesn't work because you aren't reducing anything.
