Recruiters VS Royal Oppression

I just want to make this clear for myself before SJC.

 

 

Mystic Tomato is sent to the graveyard while Royal Oppression is on the field. Mystic Tomato's effect will summon a monster and the effect of Royal Oppression cannot negate that summon, correct?

 

 

And Blue Thunder T-45 can still summon a token if Royal Oppression is on the field, correct?

 

 

Don't post if you are unsure. I need answers from people who surely know.

Mystic Tomato- The effects of face-up Trap Cards cannot be activated during the Damage Step, so this card's effect cannot negate the Special Summoning of a monster by the effect of "Mystic Tomato" or a "Cyber Jar" flipped face-up by an attack.

 

Blue Thunder- "Blue Thunder T-45's" effect activates at the end of the Damage Step, when the monster destroyed by battle is sent to the Graveyard.

So it is similar to above ruling

But isn't 'At the end of the Damage Step' after it? I read in a duel on Metagame that the GBs swapped in Main Phase 2...

That was a duel, though, not a ruling, so it could just be worded wrong.
