However i made it with exactly 15 frog cards and a side deck of 15 macro cards so i can switch it out if need be. Rulings don't let you do that, your deck is broken. Unfortunately, since PDF is an optional effect and Substitoad is a mandatory effect, PDF misses its timing and you don't get to draw. Macro Monarchs rely on Dimensional Fissure and Macro Cosmos, and those cards can be destroyed by things like Mystical Space Typhoon and Dust Tornado. Well, my guess for Swing of Monarchs would be sending Normal Monsters to the Graveyard for Swing of Memories, then Tribute them for a Monarch, and for Generic, that's basically Monarch Control: Summon Monsters, and Tribute them.
