2 Questions about WATER monsters

Substitoad and Poison Draw Frog:

 

I thik I read somewhere on this forum that, if I Tribute a Poison Draw Frog for the effect of Substitoad, I do not get to draw a card. I understand Tributing is a cost, but reading Draw Frog's effect, it just states that it has to go from the field to the Graveyard, regardless of how it's done.

If indeed I cannot get Poison Draw Frog's effect by Tributing it as a cost, does the same go for Tributing a Sangan for example?

 

 

The Legendary Fisherman:

 

It reads it cannot be selected a an attack target, however, nothing is really stopping me from declaring an attack. If Fisherman is the only monster my opponent controls, do I get to attack him directly?

I'm not sure about Poison Draw Frog and Substitoad, but as for The Legendary Fisherman, if your opponent controls one and its effects are active, you cannot attack your opponent directly because they still control a Monster.

For number 1- It misses the timing because it is an optional trigger, sangan is a compulsory trigger and cannot miss timing

 

Number 2- No you cannot attack directly

The Legendary Fisherman is different from most you-can't-attack-me monsters. If he's the only monster your opponent controls and you cannot attack him, you can attack directly. Why? I don't know.

Found rulings, they are from OCG but i suppose they are the same-

When this card is the only monster you control, and you control a "Umi", your opponent can attack directly, as this card cannot be declared as a target.
