UDE does nothing but print and distribute, while also administering elements of Organized Play. Both KoJ and Shueisha are companies that do not have strong grips on the current acceptable societal norms in the world abroad. Conversely, UDE has a better grip on such things, seeing how it has a stronger worldwide presence. UDE tells Konami and Shueisha "yeah, we don't need to censor this. Either 1) they have control, in which case the control they have ACTUALLY makes the Deck better for the game by helping to keep Organized Play, Sneak Previews, and all that other stuff going, -OR- 2) they don't have control, meaning that they can't possibly have any guilt for doing anything wrong.
