This card has a few issues right off the bat regarding the Buster Blader archetype.

1. This can't be used as fusion material for Buster Blader, the Dragon Destroyer Swordsman since it doesn't change its name to the original Buster Blader like the previous retrain Buster Blader the Destruction Swordmaster does.

2. This card being a level 9 in a deck based around a level 8 synchro makes this harder to use.

3. This isn't a Destruction Sword card, which makes it lack a lot of synergy with the archetype, especially since it can't interact with any of the busters since its name isn't treated as the original Buster Blader.

 

Regarding the actual effect itself... Buster Blader isn't gonna be around to get blown up by a card effect. Usually it gets sent to summon the fusion, so you won't often have a situation where this card can be summoned by its own effect.

Blowing up all dragons is nice and all, but preventing your opponent from activating their effects or putting them in attack position is infinitely better.

Lastly, the third effect to summon a "Buster Blader the Dragon Destroyer" from the deck or graveyard... can't actually summon anything since there's no monster with that specific name. Assuming it means to summon the fusion... it still doesn't work since that monster must be fusion summoned, meaning you can't revive it. You also can't cheat it out of the extra deck with this since it specifies the deck and not the extra deck and doesn't ignore summoning conditions.

 

You may want to take a look at Buster Blader support cards before writing more cards. This should be an earth monster at least
