Quick-play Spell

Target 1 WATER monster on the field, then apply 1 of these effects until the next Standby Phase (but you can only use each effect of "HM07: Dive" once per turn):
● The targeted monster can attack directly.
● The targeted monster cannot be targeted for battle or by card effects. If this is the only monster you control, your opponent's monsters can attack directly.

 

Please ignore the theme of the card, I just find it easier to come up with ideas for cards this way. Since Stealth Kragen turns all monsters on the field into WATER monsters, you can use this card on your opponent's monsters too (although you would typically only do so if they only control 1 monster).
