I've been going back and forth on how powerful this is

You can Ritual Summon this card with any Ritual Spell. You can reveal this card in your hand: banish 1 Ritual Spell from your Deck or GY; this effect becomes that Spell’s effect when that card is activated. You can only activate this effect of “Horned Serpent Apotamkin” once per turn. Once per turn: You can add 1 Ritual Monster from your Deck to your hand.
