^This is how you'd write the effect. 

Well, the card is casually fine. It is easy enough to make 2 copies to create an attack lock on your opponent, and 2000 is a good stat for a Link 2. The 600 damage is a weak burn but that is fine, it is more of a consolation prize, while the actually good part of the effect is in the fact it gives you the option to dodge. If your opponent would control it, you can do this, and 600 is better than not burning. It can come in clutch.

It also enables a fun casual card called "Zero Force", which permanently makes all ATK stats on the field 0 when something banishes from the field.

My recommendation to make it better is to just separate the burn and the banish into 2 effects, like this:
If your opponent activates a Spell/Trap that would affect this card: You can banish this card. If this card leaves the field; inflict 600 damage to your opponent.

^It won't trigger if bounced or spinned, but where you'll get an edge is that I see an increasing number of cards in the game that tribute opponent monsters to do stuff, and that doesn't give a window of response even if this card was able to respond to monster effects.
