You can Special Summon this card by Tributing two “Cipher” monsters. Cannot be Special Summoned from the GY.

If this card is Summoned, you can select 1 “Cipher” Spell/Trap card from your Deck; either add it —> hand or send it —> GY.

If this card is attacked, you can Special Summon 1 “Cipher” monster from your GY, make its Level 8, and Xyz Summon 1 “Cipher” monster from your Extra Deck, using any two monsters you control.

If this card is detached from an Xyz monster to activate that monster’s effect, add one “Cipher” Spell/Trap from your Deck —> hand.

 

If Konami can make a card with a name like “Galaxy Photon Dragon”, then I can do this too.

People with Cipher Decks like to claim Neo Galaxy-Eyes Cipher Dragon is playable. It and Cipher Ascension are NOT. With this creation, they aren’t as bad. Of course, I can cover a lot more bases for Cipher by creating this card, such as enabling the ability to use even the Cipher Traps meaningfully. I wish Cipher Chain would be released.
