checking these out as per your recommendation, from what I can tell the overall idea is monsters styled after "old fashioned cartoons" as you said, that destroy each other to trigger effects, a la tom and jerry. the aesthetic isn't different enough from toon monsters for my taste but the mechanic is interesting. i would highly recommend looking into modern PSCT for formatting your card effects as, like your baseballitons, I had trouble deciphering a couple of these.

My main critique would just be, overall, to make the monsters effects once per turn

Wolf - good starter/extender, would recommend making both effects opt. for the second effect you don't need to specify NS/SS and can just say "When this card is summoned" since it triggers on both.

Bear - first effect makes it an easy to access synchro material but the second, even if it's a permanent atk boost, is only really good for triggering the other monsters effect since it's probably not staying on the field that long, other than that same as wolf, change to opt.

Cat - excellent effect for a tuner you want to keep on the field and can easily be popped to get out bear then bring it's self back for an easy level 7 synchro, not sure if by "only once" you mean once per turn or once per duel but I'm hoping it's once per turn. due to it's utility for the archetype as a free target for the other monsters I'd consider making it's revival effect only trigger when destroyed by other werner effects.

Warning - the wording is a bit confusing but from my interpretation it's somewhat lackluster, doesn't actually negate the attack so you still take damage and realistically is only an 800 damage burn card with a weird requirement since very few opponents will forgo SS for a turn just to kill a monster even if it's delayed until their next turn.

Beast - due to it's level and there not being any lvl 3 non-tuners it's hard to summon with cat. the banishment, while off brand for the deck, makes a fitting cost for it's effect since you can easily stack your GY just from using your other monsters effects. the effect itself, revive a lvl 3 or lower, is a great combo extender since all it's legal targets are tuners.

Whale - another good combo piece with cat but the protection effect isn't going to get much use, either you use it for a synchro or, due to low atk, it just get's taken out by another monster. opt.

Weasel - a 100% upgrade over cat, therefore the same critiques apply. would  also recommend adding you can only use one of it's effects per turn and potentially change or remove it's second effect /cat's effect so that cat still has a reason to exist. due to it being level two it's also perfect for the previously mentioned combos cat would be good in, with the key difference that you can then summon beast, use it's effect to get weasel back, and based on your hand repeat to get all three beasts and 1+ other synchros. opt.

Wombat - atk boost from the SS is undesirable since your opponent's unlikely to attack into it, meaning your only trigger for it's last effect is to attack into something bigger yourself. having it's effect trigger on battle destruction also means this isn't a card you want to target with your other monsters, meaning it's less valuable than others as a combo piece as well as slower since it only can trigger during BP. the def position switch is a choice i don't really understand, if you can explain that decision I'd greatly appreciate it. opt.

Bobcat - I'm assuming the boss monster for the deck. effect protection and the self revive are good. the stats are underwhelming but not deal breaking. to me a boss monster for this deck, in lieu of large numbers, would have a board wipe effect to trigger your effects on mass and clear your opponents field, likely at the cost of not being able to attack or something.

Wack - the idea here is good, you'll be blowing up your own monsters a lot anyway, personally I would have only included the atk buff but made it continuous instead of a one use trap with a few decent effects going off at once.

Filmstrip Fumble - this card feels to strong to me, make a token that's a copy of any werner monster you control for free then sac it at the EP and draw so the cards not even a -1. not sure how/if I would change this.

Robin - I don't see any reason to use this over cat, the other lvl 3 tuner so far.

Cartoon Cerfumble - good card but this doesn't seem like a control or stun deck to me so probably not very useful.

Rabbit - as useful as it's only target, cartoon cerfumble.

Whip - minor atk boost for minor damage, fine but I don't think I would use it.

Knockout - decent due to the archetypes overall low stats but shouldn't be relied on. I don't see a reason for the atk buff if the attacking monster is destroyed anyway though as, properly formatted, it's likely to be written as "destroy the attacking monster before the damage step"

Roll Call - this card has no cost. searching your deck for 3 monsters, likely leading into the previously mentioned weasel/beast combo, and getting to destroy a card, which is a plus for this deck rather than an actual cost, makes it too powerful in my opinion.

as a side note this reminds me of one of my early decks consisting of level 1 monsters that go off when destroyed while facedown and, if you have these uploaded on duelingbook, would be interested in organizing a match to see how they do against each other.
