As someone who loves messing with gamble cards and has Joey and Duke as personal favorite characters from the og series, I absolutely love this card.

Is it viable?  probably not-

Does it sound like a fun card to mess with? Heck yeah!

A single fix. On effects 2 or 4. 

If they cant or if you cant discard their entire Hand. 

For example if i ve 1 card on hand or if i my oponent has 2 cards. Then  discard None etc. 

But its realy funny monster for casual games or can be hit into archfiend (if i remember its the archetype for dices)
