If an opponent's monster declares an attack: You can send this card from your hand or field to the GY; negate that attack, then, Special Summon 1 Level 4 or lower "Elemental HERO" monster from your hand or Deck. You can only use each effect of "Elemental HERO Clayracer" once per turn.

So Clayracer is basically Clayman with a built in Mud Max that's in addition also can bring itself back during your opponent's turn as long as you control no monsters, and your opponent controls a monster.
