You can Normal Summon Dragon monsters for 1 less tribute.

Dragon/Pendulum/Effect

Cannot be Normal Summoned/Set. Must be Special Summoned (from your Hand or Extra Deck) by having at least 1 LIGHT, DARK, WIND, WATER, FIRE and EARTH Dragon monsters in your GY. You can only control 1 "The Ur-Dragon". While face-up on the field, this card is also LIGHT, WIND, WATER, FIRE, and EARTH-Attribute. Once per turn, when a Dragon monster declares an attack: You can draw cards equal to the number of Attack Position Dragon monsters you control, then apply 1 of these effects.
●Special Summon 1 monster from your hand, ignoring its Summoning conditions.
●Place 1 Continuous Spell/Trap from your hand face-up in your Spell & Trap Zone.

Ok for real now.

The pendulum effect is neat and the scale 9 with no restriction is very powerful. I suggest making a dragon restriction on the pend summon, since I don’t know if Konami released a generic scale 9 yet (gate infinity doesn’t count).

There is cannot be normal summoned or set twice, make sure to correct that.

The summon from extra deck is pretty original, but the fact that this is a free special summon means you can summon this back every turn, negating everything the opponent has done to destroy this thing. 

OH GOD ITS NOT ONCE PER TURN

If you control 6 dragon monsters (pretty easy to do in dragon link) You can draw 36 cards during that battle phase. That is not balanced.

The thing that comes after it makes it just not for this section imo. You can attack with this card, summon a dragon from your hand (including Blue-Eyes shining dragon), attack with that monster, draw again (now even more), summon another dragon from your hand, attack again… This is a loop until your opponent is dead or until your deck out.

Slap some HOPTs on that thing man.

The 2 Spirit Pendulums are scale 9 and have no restrictions

Tried to emulate Commander and the card doesn't actually do anything to disrupt your opponent. It has no protection or negates. It also needs you to have 1 Dragon of every attribute except Divine in your Grave. You have to build around it to make it be worth using.

No protection, that’s true, I guess it can just be banished too.

You didn’t address that the “ignoring summoning conditions” is a problem because it’s generic. This can summon Sophia for free, which just wins you the game on the spot. The more special summon only monsters get released, the more overpowered this will get. Also, draw 6 is still OP. This is already the best monster type we are talking about here. I think you underestimate how easy it is to get 6 attributes of dragons into the GY. Someone on the internet would find a 1-card combo to get this out turn 1 in a week probably.

I didn’t say it in my first comment, but I really like the 2nd option! It goes well with what Konami was trying to do with dragons until 5 years ago, making them around continuous S/Ts. Kinda sad that they stopped doing that…

It will get overshadowed by the first option most of the time though.

Okay, I guess I can remove "ignoring summoning conditions". I don't really think it matters. Doing stuff like summoning Sophia needs a lot of uninterrupted set up and at that point you're probably already winning. And a lot modern decks can just come back from having everything banished.
