Firstly, most Legendary Creatures have proper names (Sliver Queen is the major exception). Secondly, there are so many issues wih the abilities that I'll outline them below.

  1. The draw ability as it stands is blue/black. Red would, simiply, rummage (discard then draw.
  2. Blue no longer deals direct damage, making this mono-red
  3. This is mono-blue

I left the cost for last because it's the easiest to explain. It always allows the pattern below for multicolored cards.

  • White (W) before Blue (U) (allies)
  • W before Black (B) (enemies separated by shared ally)
  • U before B
  • U before Red (R)
  • B before R
  • B before Green (G)
  • R before G
  • R before W
  • G before W
  • G before U
  • Thus, WUB, WBG, UBR, URW, BRG, BGU, RGW, RWB, GWU, and GUR
  • Four colors: WUBR, UBRG, BRGW, RGWU, and GWUB

The full name would probably be "Leeroy, Tiger of inverted expectations" or something like that

For the first 2 effect I purposely fit what felt like a "Blue effect" and "Red effect"

For the last qualm, I actually just didn't know that, and I'll keep it in mind for the future. Just to make sure I understand "The third effect should have Blue first, and the second effect should come first."

 

I realized after the fact this card has a few other problems:

1. The first effect could just exile the top card of your library face-up. (is exile automatically face up?... can it be face up?)

2. I'm insanely worried about the balance of the card... but it's pretty close to ok, I think?

3. I have to ask are there NO cards that break the expectations for mana types? I only did it on a card that switched the expectations because I didn't know.

If you ever have questions about things, I encourage you to search "mtg colour pie maro" because Mark Rosewater has writern a few articles about the colour pie. There can be subversion in the form of bending, which is hybrid-excepted from allies, whereas you broke the pie with your ability swaps. If this were 30-ish years ago, those abilities wouldn't have been an issue because Wizards were still figuring things out, as evidenced by Prodigal Sorcerer (Prodigal Pyromancer for modern times). I can't remember which colors play with exile, which is always face-up, the most. As for balance, it's fairly balanced, in my opinion.
