You can only activate 1 card with this card’s name once per turn. You can only use the 3rd effect of this card’s name once per turn.
(1) All face-up monsters on the field become Machine monsters.
(2) Machine monsters you control gain 500 ATK/DEF, also Machine monsters your opponent controls lose 500 ATK/DEF.
(3) You can banish this card from your GY and discard 1 card; add 1 EARTH Machine monster from your Deck to your hand.

Welp... looks like CyDra just got itself a free non-targeting, non-destruction monster board wipe option, huh?

Is this the biggest non-Equip generic stat change? It essentially gives all your monsters a +1000 boost. I know ATK usually doesn't play a super major role in the modern game, but that stat difference (along with the fact that you can have multiples of these) is kinda insane to me.

I'm sure people were excited about the search effect as well. I dunno EARTH Machine combos, but this couldn't hurt. At the very least, it makes Therion Regulus searchable & live (because of the discard).

Chimeratech Fortress Dragon just got a nice boost, although maybe not a huge one since DNA Traps more or less do the same since like 20 years ago.... Though it is nice that this one is a Continuous Spell which now have at least some casual forms of searching like Watch Cat, and are more readily available once you draw into them for the play.
Alghough it is mostly just gonna get its full potential out of Gadgets, Geargia, Machina, maybe Roids (non-Speedroid ones at least).
None of those are exactly breaking it but it is nice..... and the idea of the now unlimited "Limited Removal" becoming a generic x2 for everything sounds hilarious, and I'm tempted to try that myself even in stuff like Nepthys to see how it goes.
