Target 1 XYZ monster you control and discard a monster with a level equal to that XYZ monster's rank; XYZ summon a monster from you extra deck using the targeted monster as the complete material ignoring its summoning conditions (transfer the material), then equip the monster summoned by this effect with this card. Once per duel, If an XYZ monster is destroyed by battle and sent to the GY while equipped with this card: You can special summon an XYZ monster with the same type and half the rank, then equip as many XYZ monsters from both player's GY as possible to that monster.

Hmmm does the monster you Xyz Summon initially need to be a certain Rank or a certain anything? Looks like you can do stuff like Equip to Utopia (Rank 4), discard Fairy Tail Snow (Level 4), and Summon Fairy Knight Ingunar (Rank 6), or Catastrophe (Rank 9) if you so wished.

Also, I noticed the effect isn't once per turn and the card doesn't need to be "evolving" the monster it is equipped to either, so if you have one of those huge spam same rank decks like Burning Abyss, Satellarknights, and whathaveyou, you can just keep discarding to upgrade all Xyzs you have in play. 

It is a potent but resource-heavy concept if that's how it works, Though I'm mentioning all the above in case any of those weren't intentionally how you meant to make the card.
I will do an actual suggestion regardless of the above though: The last effect doesn't need to be once per Duel IMO. The monster has to be equipped, it is battle-reliant, and it has to match Type, on top of being half-rank which means 2 things: First that you can't use it on uneven Xyzs equipped because the game is not gonna give you a Rank 1.5 out of a destroyed Rank 3. Second, that you are probably, potentially, maybe not gonna be Summoning that lower Rank monster any other way with your Deck (a Rank 4 deck can't usually bring out a Rank 2 for example, Bahamut Shark and Toadally Awesome don't share Type, but this would be doable with Rikkas).

I really meant to add "of the same rank" to the first effect ooof.

Ghostric, Rika, Gimmick puppet can use the effect. The main reason I made it exactly half is because I didn't want to round up having level 1s summoning level 1s and not round down, so they don't cheat the rank 0 Utopic.

Hmmm... Interesting idea, although maybe you could include this "XYZ Summon a monster from you Extra Deck of the same Rank as the targeted monster, but with a different name". I think this would balance this card more. Otherwise you would be summoning another copy of the Xyz Monster you control.

For example: You use this card on a "Number 39: Utopia" with 2 Xyz Materials, by discarding a Level 4 monster, just to summon another "Number 39: Utopia" by attaching the one you targeted as Xyz Material, and transfering it's materials to that card. Now you have another "Number 39: Utopia" with 3 Xyz Materials.

This is just an opinion of course. It's up to you if you want to add it to your card.

I thought of that and I very much think if you discard a card and use a monster from your ED that it would be fair to use a monster of the same name.
