Once per turn, when a DARK Dragon Synchro monster you controls destroys a monster by battle or by its effect: Draw 1 card. During either players turn: You can banish this card from your GY; Special Summon 1 DARK Dragon Synchro monster from your GY. You can only use this effect of "Wheel of Fortune" once per turn. You can only activate 1 "Wheel of Fortune" per turn.

It's basically Jack's D-Wheel/Duel Runner...In the dub, it's known as the 'Phoenix Whirlwind' BUT back in Japan, it is known as the 'Wheel of Fortune'
