first of all welcome to YCM follow the rules and enjoy your stay, we couldnt wait to review your creation 

that being said, normally you can make a contest as long you follow a contest guide line. in which you can ask @The Nyx Avatar or any other mod nyx might redirect you to. which also a good thing since the mods can help you too to flesh out the contest idea especially to whose kind user you open to since currently we have a equally huge gap and number of's  between new casual makers and some of more older and  "serious" maker OR maybe you like that cool clash and have the casual and serious duking each other is up to you! as long you understand the base of contest making you then good to go~

Well first off, to make a contest, you'd have to keep an eye on that contest. Check in on the site every now and then. There is zero point in making a card contest thread in that section if the host never logs back in again. It just leaves users hanging, and the thread prone to being locked by staff.

Secondly, let's say you do remain active until the contest ends. Well, you need to list out the criteria in which you are judging user submissions by. Now, there are some users that hadn't. But those card contests are FAR more casual, and have no reward. So...I guess it evens out.
