Cannot Be Normal Summoned or Set. Must be Special (from your hand) by Tributing 3 Toon monsters. Cannot attack the turn it is Summoned. While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. Each time your opponent Normal Summons a monster(s); Special Summon 1 "Toon Phantasm Token" (Fiend-Type/Toon/DARK/Level 1/ATK 1000/DEF 1000) for each monster Summoned. These Tokens cannot declare an attack. Once per turn: Tribute 1 monster; this card gains ATK equal to the ATK of the Tributed monster, until the End Phase.

While you control "Toon World" and your opponent controls no Toon monsters, this card can attack your opponent directly. This card gains 1000 ATK&DEF for each Toon Trap card in your GY. Once per turn: you can Target 1 Set Spell or Trap card your opponent controls; destroy that target. Neither player can activate Spell or Trap cards in response to this effect's activation.

If this card destroys an opponent's monster by battle and sends it to the GY: inflict 1000 damage to your opponent. While this card is in face-up Defense Position, monsters your opponent controls cannot target monsters for attacks, except this one.

You can only control 1 "The Almighty Vlad the Vampire".

"The Almighty Vlad the Vampire" is a cool card! It can't be messed with by other cards, and it makes your opponent take the damage in battles. You can bring it back from the graveyard by sacrificing one of your monsters, and you can also pay some Life Points to get rid of one of your opponent's monsters. Just remember, you can only have one on your side at a time. It sounds like a fun and tricky card to play!

Also you can use spells and traps to counter. As well as Galaxy eyes cards,negates,spells,e.t.c. I know a couple decks that can counter. (I can't think of them.) Good cards tho.

Just so you know, it is common courtesy to copy past the effects and stats (lv, atk, etc.) below or above a card so that people can read it if the image loader isn't working. The numbers indicating possible effects do not have a listed trigger meaning that they either would not work or would work unconditionally, the "Cannot be Normal Summoned or Set" condition is redundant because it is an Xyz monster, and to trigger its detach effect you would need to attach materials to it with card effects because it cannot be Xyz Summoned, also the special summoning condition does not specify where it is to be special summoned from. 

You made a good choice posting your first card in the joke and overpowered cards section because none of the rules for standard cards are followed here.
