Blue Arcana
Either generic cards or support for some archetypes. Cannot be Normal Summoned/Set. Must be Special Summoned (from your hand) by banishing 1 "Elemental HERO" Fusion monster with "Neos" in its name you control, and if you do, this card gains the effects of the banished monster. Once per turn, if an "Elemental HERO" monster you control would be destroyed by your opponent's card effect: You can banish 1 "Elemental HERO" monster from your GY instead. When this card is destroyed by your opponent's card (by battle or card effect): You can Special Summon 1 banished "Elemental HERO" Fusion monster with "Neos" in its name, but its effects are negated. You can only use each effect of "Elemental HERO Absoulte Neos!" once per turn. You can only control 1 "Advantage Roll". Once per turn, when you activate a card or effect that requires you to roll a die: You can activate 1 of these effects: ● Banish 1 card from your hand face-down: You can roll the die again, then, apply the higher result. During the End Phase, you can return the face-down banished card to your hand. ● Declare 1 number from 1 to 3: After the dice is rolled: You can add the result to the declared number, but it cannot go higher than 6. Otherwise, decrease the result by the declared number. During your opponent's turn, when a face-up monster you control would be destroyed by battle: You can target that monster; increase its ATK equal to the total Levels of the 2 battling monsters x100. If out of the 2, your monster has the highest ATK: inflict damage to your opponent equal to difference in both monster's ATK, and if you do, destroy the opponent's monster, but your monster's ATK becomes 0 during the End Phase. You can only activate 1 "Ultimate Resolve" per turn. **NEW CARD** You can only control 1 "Neverending Tribal War". When this card is activated: both players target 1 monster they control OR If both players control no monsters: Both players reveal 1 monster from their hand; Special Summon them to their fields with their effects negated. After that, both players declare 1 Type (both must be different); your respective monsters become that Type; then, apply this effect: ● While this face-up card is on the field: Monsters with their types changed by this card's effect cannot be destroyed by battle or card effects nor can they be used for an Extra Deck or Tribute Summon and both must attack (if able). During the Standby Phase, Place 1 Tribe Counter on both monsters. When this card is destroyed by a card effect: Inflict damage to both players equal to the amount of Tribe Counters on both monsters x200.

Let's see: Absolute Neos - I'm always wary of copying effects, but this one seems fair enough. A piece of warning: the Fusion monster you got to banish in order to Summon this guy doesn't specify anything, you just banish it, which could either mean one you control, in your GY and even from your Extra Deck. Please make it: .....by banishing 1 "Elemental HERO" Fusion monster you control with "Neos" in its name" or else this will become OP'ed. Advantage Roll - Tiny typo in the card's text "advantge". I suppose its fine. I'm not too fond of random based effects so this helps. Second effect sounds a bit more convoluted but I guess it's alright since you can't give the card the freedom to add/subtract or it becomes to flexible. Ultimate Resolve - Cool concept, but underwhelming card. Limited to Warrior mons and destroys your card at the end, and since the effect makes it directly destroy the opponent's monster if you win in ATK, you don't even inflict DMG. In these circumstances, I'd rather run a simple Sakuretsu Armor, destroy the attacking monster regardless of what I control and be done with it. Since the poor brave warrior is sacrificing itself, at least you should be able to do something else, like inflicting direct damage or banishing the monster (and heck, face-down even, since Dimensional Prison already banishes face-up for free). Oops, I meant for Absoulte Neos to banish from the field, also, ima buff Ultimate Resolve.
Loleo
Advantage roll declaring 3 is hilarious to me. For 1 or 2 it just makes it easier to cheat the roll but for 3 you are essentially swap every face on a die that adds up to 7 which are always on opposite ends. That effect becomes much more useful on a die with a few more faces though. That effect in general only makes it easier to cheat and not much else. Wait isn't it like 1-4 2-5 3-6 4-1 5-2 6-3 if you said 3? I was still wrong and this is still very useful for cheating rolls in real life with real dice.
