Note that unlike monster, cont spell still have to use "during either player turn" instead of "Quick effect" 

in a way its a weaker maxx C stapled with Solemn Wishes that bit slower (not trap slow though), more predictable, and can be stopped using any removal

I guess its okay-ish

I completely missed the Quick effect on the spell! I don't even think you need the "During either player's turn clause" since it is a trigger. Other than t that yeah we agree 100%.
