It's actually pretty cute stuff and I like it. It makes sense that you require 3 materials for the card's Summon, but given the cost I'd wish its stats were higher. I mean, there are Level 8 1 Tuner + 1 non-Tuner monsters out there with BEWD stats (Chaos Ruler, the Chaotic Magical Dragon comes to mind). I'd go as far as saying this one warrants 3300 ATK (also flavourful stuff xD). Now, the effect is pretty damn strong, it really doesn't need modifications or, if at all, I'd switch the first effect from Special Summon to Synchro Summon or else it becomes pretty abusable. And welp, one could argue that the previously mentioned low stats are there to balance the strong effects... the thing is I'm more concerned about how easily you can repeat effect 1 as it is right now, I'd rather go for higher stats and Synchro Summon, but all in all is pretty balanced :)

Pretty much what @Rayfield Lumina said. The effect is borderline broken if not for the 3 material requirement + double tuning. The only fixes it needs is the spell search trigger only by Synchro Summon rather than just any special summon

Fun-fac,t i assume the 3 witches is based on disney's hercules. Which actually misleading lol. the evul mouse create the "witch" by fusing 2 very different original greek myth of Moirai (sister of fate) and Graeae (grey hags)
