Please do some research my friend. ROMs are not ILLEGAL unless you are downloading a ROM without having the original game yourself. ROM Hacking isn't illegal as such but meh. Please seriously do some research.

 

Also a ROM does not hack into video games...ROMs are the video games. Again do your research please.

A ROM Is A Read Only Memory.When people of the online community say ROM they ussaly are talking about ROMImage's a video games ROM that has been extracted(Which is Illigal to own unless you Own the Game).An Emulator/Simulator(Remember DOS?I Dont... but it's emulator/simulator is DOSBox which runs just like it as many present day Emulators do). allows you to play that rom(Which is Illegal to own unless you own the system).When Bill Gates talks about a ROM he is talking about fonts,jpegs,gifs, all Computer data.These to run on an emulator/simulator which is made by the company that produces the file type(A PSD's Emulator Is Photoshop).
