While you control a Link 3 or lower Link Monster in the Extra Monster Zone whose points to monsters you control equal to its Link Rating, that card, also, monsters it points to cannot be destroyed by battle or by your opponents card effects. So Link Formation is when you control a Link Monster and it downward arrows point to all monsters you control where for example my Link Formation - HERO Force is made up of Dread Decimator, Sunrise, Brave Neos and Absolute Zero for a power based formation. What this card achives is not only boosting your Link Monsters attack but with Link Formation achived grants both the Link Monster and monsters it points to protection from destruction while you control this Spell Card.
