Elemental HERO Feather Avian
lv 3 WIND
Warrior/Effect
If you control a "HERO" monster, you can Special Summon this card (from your hand.) You can only special summon "Elemental HERO Feather Avian" once per turn this way. Gains additional attacks during each of your Battle Phases for every other "Elemental HERO" monster you control. If this card is sent to the GY or banished as Fusion Material for a "Elemental HERO" Fusion Monster: You can target 1 card your opponent controls; destroy the targted card. You can only use this effect of "Elemental HERO Feather Avian" once per turn.

(This card is always treated as "Elemental HERO Flame Wingman".)
Must be Fusion Summoned. If this card is Fusion Summoned: Add 1 "Skyscraper" Field Spell Card from your Deck to your hand, if you control a "Skyscraper" Field Spell Card, add 1 "Skydive Scorcher" from your Deck to your hand instead. You can only use this effect of "Elemental HERO Flare Wingman" once per turn. If this card destroys a monster by battle: Inflict damage to your opponent equal to the destroyed monsters original ATK.

Elemental HERO Storming Tempest

Warrior/Fusion/Effect
1 "Elemental HERO" monster + 2 "HERO" monsters
Must be Fusion Summoned. If you control a "Skyscraper" Field Spell Card, "HERO" monsters you control cannot be destroyed by battle or by your opponents card effects. If this card attacks a Defense Position monster, inflict piercing battle damage.

(This card is always treated as "Polymerization".)
Fusion Summon 1 "HERO" Fusion monster from your Extra Deck using monsters from your hand or field as Fusion Material, also if you Fusion Summon a "Elemental HERO" Fusion Monster you can use 1 "Elemental HERO" monster from your Deck as Fusion Material. You can only activate 1 "HERO Fusion" per turn.

Wroughtweiler Rescue
Spell Card
Add 1 "Elemental HERO" monster and either 1 "Polymerization" or 1 "Skyscrapper" Field Spell Card from your GY to your hand. You can only activate 1 "Wroughtweiler Rescue" per turn.


HERO's Comeback
Quick-Play Spell Card
Target 1 "Elemental HERO" Fusion monster in your GY; Special Summon the targeted card (This Special Summon is treated as a Fusion Summon.) If a "HERO" monster(s) would be destroyed by battle or by an opponents card effect, you can banish this card from your GY instead. You can only activate 1 "HERO's Comeback" per turn.

Neo Skyscraper
Field Spell Card
This cards is treated as "Skyscraper" while on the field. During the Battle Phase, all "HERO" monsters gain 1000 ATK. If a "Elemental HERO" Fusion monster you control attacks, your opponent cannot activate cards or effects until after damage calculation. If this card is sent from the field to the GY: You can add 1 "Skyscraper" Field Spell Card except "Neo Skyscraper" from your Deck or GY to your hand. You can only activate 1 "Neo Skyscraper" per turn.

Interesting concept.

I see what you tried doing with Feather Avian by incorporating Feather Shot's effect. While I always thought making classic HERO retrains with their parallel Spell/Trap effect was cool, often times it comes off lackluster. Feather shot is not used often for a good reason, and that's mainly because Avian extremely low (and unfairly given) ATK stats. Feather shot is only really effective when Skyscraper is on the field. I get that this set of cards heavily involve the utilization/grabbing of Skyscraper, but incorporating such a weak part of the effect on reliance of Skyscraper takes too much space in the effect. If Avian has an ATK of 1800+, then having a multi-attacking Avian would be pretty useful. The last part of his effect, however, is actually really good and powerful. So for the multi-attacking effect clause, I recommend the following:

* Keep the multi-attack effect but give him ATK boosting effects. You could do this by adding a clause like 'This card gains 300 ATK for each face-up "HERO" monster you control.'

* Keep the multi-attack effect but give him an effect that directly activates or adds Skyscraper to the hand. You could say 'If Summoned this way [referring to it's Special Summoning effect], you can add 1 "Skyscraper" from your Deck to your hand'

* Scrap that part of the effect and replace it with an effect that lets it be treated as "Elemental HERO Avian". It could open up more fusion possibilities and make that last part of that effect a little more deadly.

 

The rest of that cards are pretty decent. A few of them are really good. I would also go back at the effects and fix a couple of mistakes. For example:

'special summon' --> 'Special Summon'

'Spell Card' --> 'Spell'

'You can only activate 1...' --> 'You can only activate this effect of "_____" once per turn'

'the targeted card' --> 'that target'

There's also a couple of very minor spelling errors here and there but it's not that big of a deal.
