Even tho the cards wields a whole bunch of effects, which I usually dislike, I think it might be an interesting tech card in a combo heavy meta. If you play a deck that can afford to give up on one extender, I think it can pretty easily replace you Normal Summon, as you will go +1 off that. Regardless of whether you have this in the GY or on the field, it can make up for a beasty interruption during your opponents turn. 1: Tributing to rip a card and banish 3 cards from topdeck - Ever since Goat Control meta we know how good a single card out of your opponent's hand can be. Additionally completely removing 3 cards from your opponent's Deck can actually cause a big impact on their combo (imagine hitting Brotaur or Dragon Ravine in a Dragon Link Deck for example). Very strong effect, but possibly a bit to strong in my opinion. 2: Discarding to banish 2 from GY and banish 3 cards from topdeck, aswell as an additional 2200 booty - Well I think we can agree on this being much to strong of an effect. In the last weeks alot of people actually played "Ally Of Justice Cycle Reader" in their maindeck just to stop Drytron and Eldlich, as a banish 2 from GY is such a good effect given, that it can be used during your opponent's turn. Furthermore this can also stop Salamangreat, Orcust, Prank-Kids, Tri-Brigade and a significant amount of rogue Decks like Cyber Dragon, ABC or Infinitrack, which all heavily rely on their GY. Even regarding that you need to discard, I'd still consider it to strong, as you get to chose the discard and also banish 3 cards from your opponent's Deck, which makes this like 2 D.D. Crows with extra while not even losing card advantage (discard 1, ss 1). In addition you can use the effect again during the next turn once this card hits the GY again, so it's basically a turn skip for the opponent every turn. Looking at the current meta I guess every single Deck that can either afford to play Salamangreat Almiraj or Foolish Burial would HAVE TO play this card. Since I actually like the idea of this card, I'd consider a few changes to fix the balance issues. First of all this card should be banished when leaving the field after resolving any of its effects or atleast after using the Quick Effect from GY. Furthermore I think the banishing cards from your opponent's GY should be removed or atleast reduced to 1 card which should be targeted in the cost, like: Quote While this card is in the GY, except the turn it was sent there (Quick-Effect): can target 1 card in your opponent's GY and discard 1 card; banish that target, and if you do, Special Summon this card from your GY, but banish it when it leaves the field. Even this way I still think that the effect is pretty damn strong and most players would atleast get a playset of this for their side-deck binder, but it corresponds to today's powerlevel. Very cool concept after all, I'd be be exited to see something like this in the TCG (Down with Drytrons!). All I can say is interesting.
