You can Tribute Summon this card by Tributing 1 Effect Monster.

(1) During your opponent’s Main Phase, if your opponent adds a card(s) from the Deck to their hand outside of drawing and this card is in your hand: You can activate this effect; immediately after this effect resolves, Tribute Summon this card.
(2) If this card is Normal or Special Summoned from the hand: You can activate this effect; your opponent banishs cards from the top of their Deck, face-down, equal to the number of cards in their hand, then, your opponent shuffles their hand into the Deck, and if they do, they add the cards banished by this effect to their hand.

Hahaha xD what a troll move.
So you quick-Tribute Summon it when they search their limited copy of their key card, so you force them to refresh their hand, making sure you won't draw any of the cards you shuffled back in the process.

Other than that it doesn't produce any particular advantage. If the opponent draws another searching option for their combos then this card will only mean you lost the monster you Tributed and pretty much doesn't do anything else while on board nor does it have any particularly high stats. It also have to come into the field from the hand to do anything so it doesn't have a ton of flexibility on what you can combo with it.

I guess if it did, making your opponent shuffle their deck too much in a turn during a tournament sounds like a great stall tactic (man I hate it when this sort of potential abuse in competitive that doesn't involve the actual gameplay ends up lowering a card design's quality). So I guess the "from the hand" is for the best....

Oh actually..... this sounds like another Droll & Lock Bird hand emptier combo.

I like this one. It may need a monster on board to be live, and may not net any plus, but seems disruptive enough to mess up searches and whatnot. Could even combo with Lock Bird as pointed out above. Plus, I believe Level 7 LIGHT/Dragon sinergizes with stuff, namely Holy Night. This seems fun along Stormforth as well, similar to how Ehther is played.
