Thomas★Zero
Sky Dragon Magician lv 10 DARK Spellcaster/Fusion/Effect 1 Level 7 or higher Spellcaster monster + 1 Dragon monster Must be Fusion Summoned. Gains 500 ATK and DEF for each card in your hand. You can only use the following effects of "Sky Dragon Magician" once per turn. * (Quick Effect): Target 1 monster your opponent controls; it loses 2000 ATK, also, if the targeted cards ATK becomes 0, destroy it, and if you do, draw 1 card. * If this card is sent from the field to the GY: You can Special Summon 1 "Slifer the Sky Dragon" from your hand, Deck or GY, and if you do, its ATK/DEF become 4000. The Highlander
Definitely interesting, given that a Slifer Dark Paladin is definitely not a thing yet. The card itself looks balanced, although very strong, considering that one gets interruption on a monster floating into the monster equivalent of a floodgate. I really like your idea of giving it higher original ATK and just scaling down the boost per card in one's hand, making this less restrictive than the original Slifer, which cannot even reach 2000 ATK without 2+ cards being shackled in one's hand. Flavor-wise the card makes sense and would fit into a Dark Magician deck, especially given the existence of Keeper of Dragon Magic (although it not being a Timaeus target, unlike Red-Eyes Dragun, is unfortunate). A possibility to make it a Timaeus target would be making it "Dark Magician or 1 Level 7 or higher Spellcaster Effect monster + 1 Dragon monster" to not have any redundancies and still specifically mention Dark Magician (which is something Red-Eyes Dragun already does). The artwork also fits very well to the design approach you took. All in all very solid design and a card that should propably exist.
