The ATK and DEF of all monsters your opponent control become 0 until the End Phase this turn. If this card was activated from your hand, your opponent cannot activate cards or effects in response to the activation of this card. So Flash Bang is a trap that can be activated from the hand by discarding another card from your hand where not only does it make the ATK and DEF of your opponents monsters 0 but can also get over your opponents card effects if played from the hand.
