A reccurable boss that can pop multiple cards  

Yes, you can destroy cards in your hand (something that has not been touch in ages through)

Victor, the Dragonic Hell Flame

lv 7 FIRE Dragon/Effect/Tuner

2800 ATK and 200 DEF

If this card is Summoned: you may draw 1 card. If you control no monsters while this card is in your GY: You can destroy 1 monster in your hand; Special Summon this card.  If a monster(s) on the field is destroyed and sent to the GY: place 1 Hell Flame Counter on this card.  (Quick Effect): You can remove 2 Hell Flame Counters from this card; Destroy 1 other card on the field.  All monsters your opponent control lose 300 ATK/DEF for each Hell Flame Counter on this card.  You can only control 1 face-up "Victor, the Dragonic Hell Flame".

Fixed the PSCT.

The card seems good as a casual boss.  The Quick Effect destruction is really solid and can secure a board extremely effectively, but it's not likely to be live unless you manage to summon it turn 2 and can get rid of an opponent's board.

Unfortunately, this has a few big weaknesses: It's a card that can be played around pretty easily, it is a really big brick while in your hand, and it doesn't really have a deck to call home.  I suppose you can put it in a deck like Burning Abyss that floats really effectively, but you still need a way to get it in the GY first.

I changed the psct. altered the card slightly as well. It can be summoned very easily and even on turn 1 or even turn 2. There are multiple ways to get in the GY very easily. I kinda intended to make an archetype.

Oh, ok.  If making an archetype was your intent, it makes it a bit disingenuous for me to judge the card based on its own merits.

From what I see, you changed the card by adding a draw effect, correct?  I wouldn't really recommend that.  The card is much more viable on its own, but now it could potentially open itself up for loops since the card doesn't have an OPT and the effect is a +1.

If the card is part of an archetype, you could have left it as-is.  The archetype just needs to have a way to get it in the GY easily.  From there, it should be fine.  As I said, judging it by itself was difficult because it 1. Didn't have a native deck, and 2. Wasn't easy to get into the GY efficiently.  If it has an archetype around it, those two problems are gone, so the card would be good by itself.
