If this card is used as Synchro Material for a Synchro Summon, you can treat this card as a non-Tuner monster. You can target 1 Synchro monster you control: Reduce the targeted monsters Level by 2 until the End Phase this turn, also, if the targeted card was a "Stardust" Synchro monster, you can Special Summon 1 Level 2 Synchro Tuner monster from your Extra Deck (This Special Summon is treated as a Synchro Summon.)
