Raiza is still good, it's just not good in a Monarch Deck.

Pretty much anything that can handle tributes and has enough room.

If you still want to run monarchs, you could try going down the Apprentice Monarch route. It uses Apprentice Magician's ability to summon a crystal seer/old vindictive magician to flip next turn and use the effect, then sac for a monarch. Other than that the deck is mostly generic splashable cards sort of like how you have it up there (and maybe fit in a spiritual water art or two with the seers and frog, maybe even throw in some hydrogeddons). It's not the best deck in the meta, but IMO it's the best (if not only) way to use monarchs.
