If this card is Synchro Summoned: you can make each players LP 4000. You take no effect damage. You can banish any number of Spells Cards in your GY; Special Summon from your GY and/or Extra Deck any number of Level 7 or 8 Dragon Synchro monsters equal to the number of cards banished by this effect, but their effects are negate, their ATK and DEF become 0 and their Level becomes 1 (these Special Summons are treated as Synchro Summons.) During the turn you activate this effect, you cannot summon monsters from your Extra Deck except Dragon Synchro monsters. You can only use this effect of "Power Tool Life Stream Dragon" once per turn.

So this card acts as the anime Life Stream where it can make all other Synchros Level 1 but also has Synchro Panic from the 5D's anime built into this effect.

So it's an alternate Life Stream that trades destruction protection for swarm power. IDK what to think about this card. I know Life Stream rarely played, and when it is, it's mainly through Needlefiber for a surprise beater or countering burns like Trickstar's, so this card can be used for the same purpose plus provide fodder if it survives the opponent's turn. Turning the fodder into Level1s may sound as a drawback at first, but if one considers that it allows access to Guardragons, then it may look like a problem. To be fair, it does need at least 5 Spells in the GY to fill a board, and that's if Life Stream is occupying the EM Zone and you control no other monsters, so that acts as a balancing factor, and the rate one can get that many Spells in the GY depends on the deck and build.
